Boulder City is one of only two Nevada municipalities where gambling is banned, a town of 15,000 built to house Hoover Dam workers and deliberately kept small ever since. It also has no crypto kiosk — which, for the people who live here, turns out to be entirely beside the point.

An unusual Nevada town
Boulder City exists because the federal government built it in the early 1930s to house the workforce constructing Hoover Dam, and it has never quite stopped being deliberate about what it allows. Gambling is prohibited — one of only two Nevada municipalities where that is true. A controlled-growth ordinance limits new residential development. Commercial expansion is constrained by design.
Roughly 15,000 people live here, with a median age well above the Nevada average and a substantial retired population drawn by the climate, the quiet and the proximity to Lake Mead. The historic district is compact and largely unchanged. Boulder City Parkway carries most of the commercial activity.
None of that produces the conditions crypto kiosk operators look for. There is no dense convenience-retail strip, no check-cashing corridor, no late-shift workforce with cash in pocket. Consequently there is no reliable public crypto machine in the city, and there is unlikely to be one.

Second, do the arithmetic: a fifty-minute round trip to pay roughly 14% instead of 0.3% is a bad trade under almost any circumstance.

A town of retirees, and what that means
Boulder City's demographic profile puts it squarely in the group the FBI identifies as most heavily targeted by crypto fraud. Adults over 60 reported roughly $257 million in US crypto-kiosk fraud losses in 2025, across about 6,188 complaints — the largest share of any age group. Total US crypto fraud losses reached $11.4 billion.
The absence of a local machine offers only partial protection. The scam script does not require a nearby kiosk; it requires a car and a caller willing to stay on the phone for a twenty-five minute drive to Henderson. We have seen exactly that pattern reported from small Nevada towns.
The scripts that reach this town most often are government impersonation — the IRS, Social Security, a claimed sheriff's warrant — and tech support fraud initiated by a pop-up or a cold call. Both work by isolating the target, creating urgency, and staying on the line.

The gaming ban and crypto
Worth addressing because it comes up: Boulder City's prohibition on gambling has nothing to do with cryptocurrency, and does not restrict it in any way.
Nevada regulates money transmission at state level through NRS Chapter 671, and state law restricts local governments from imposing their own taxes or licence requirements on blockchain use. Boulder City has no authority to regulate crypto ownership and has not attempted to.

Tax position
Nevada's constitution bars a personal income tax, so Boulder City residents pay no state tax on crypto capital gains, staking rewards or mining income. Clark County and the city add nothing.
Federal tax applies in full. For a retiree drawing down a position gradually, holding period matters — assets held over a year attract long-term capital gains rates rather than ordinary income rates, and the difference is substantial. From the 2025 tax year brokers report dispositions to the IRS on Form 1099-DA.
Two points that come up often with this age profile. First, digital assets belong in your estate documents; a hardware wallet nobody knows about is a permanent loss.
